Identify the candidate, incumbent and best credible alternative. Commit exact source, configuration, tools, knowledge and interfaces; a common task set, metrics, uncertainty method, resources and expiry. Keep protected cases outside this record. Distinct hashes and reviewer IDs do not establish freshness or independence.
2. Inspect reported results
After freezing, fill the report template from actual evidence. Unknown intervals stay null. All three participants must use the same registered conditions. Adding a report does not run or verify its experiment. Every attempt and reported failure stays in the exported history.
