Establish what they make possible.
Which valuable outcome remains unavailable because something necessary cannot yet be measured, built, coordinated, verified or afforded?
The report follows concrete constructions: executable measurement programs, calibration-cancelling experiments, stress-identifiability witnesses, purpose-preserving interfaces, complementary production and discovery allocation. Each construction meets the same question: what useful consequence does it establish, compared with the strongest complete alternative?
An invention may improve a successor without earning revenue. A profitable operation may finance research without improving discovery. The paper connects those possibilities through evidence rather than treating them as interchangeable achievements.

Scope and evidence
Selected original computational procedures were rerun: the published foundry, paired acquisition, and the separate N1/N3 verifier programs. A compact auditor recalculates all 110 financial case summaries and exact money identities. This is not a new full replay of all signed native histories or an external peer review.
Conventional ties and wins, failed source closure, interrupted histories and unresolved complete costs remain visible. Branch studies keep exact public commit pins. Synthetic model passes, exposed-panel replay, simulated accounts and physical operation retain different evidence standards.
No actual customer revenue, general intelligence milestone, improved discovery procedure, physical expansion or $3 billion trailing-year profit is established. Large-scale scientific and economic expansion remains the research objective.
Turn an open dependency into the next decisive test.
Qualify the missing observation. Deliver one complete accepted outcome. Compare fresh successors at matched resources, with the same retained content available to a strong ordinary alternative. Establish voluntary demand, full costs and cash-feasible continuation. Expand productive capacity when the preceding evidence supports it.
Construct the means. Establish the consequence.
A useful next step changes a consequential decision: what can be measured, what can be produced, which complete offer is worthwhile, or what genuinely available resources can fund.
