Safe launcher modes

Both bin/flagship-demo.sh and bin/orchestrate.sh default to an effect-free plan. --dry-run and --help do not create logs, load .env, install dependencies, or launch children. --ci alone never opts into execution.

• --mode offline-fixture: explicitly generate synthetic governance and offline AGI OS reports; CI retains substantive artifact verification in this mode.
• --mode local-rehearsal: attempt disposable, guarded localhost governance. CommonJS preflight and inert schema/loader tests cover canonical bundled bytes32 inputs; a qualified disposable run is still required.

See the mode/evidence runbook for prerequisites, limitations, and the versioned fixture schema. These modes never use external credentials or provider fallback. Original production tools and designs remain separate.

Working With This Module

1. From the repository root run npm install once to hydrate all workspaces.
2. Inspect the scripts under scripts/ or this module's package.json entry (where applicable) to discover targeted automation for demo/cosmic-omni-sovereign-symphony.
3. Execute npm test and npm run lint --if-present before pushing to guarantee a fully green AGI Jobs v0 (v2) CI signal.
