Governed Recursive Self-Improvement Standard

GoalOS generalizes harness self-improvement into controlled institutional evolution.

The mutable object may include prompts, tools, memory, agent topology, evaluators, routing, Chronicle policy, and capacity allocation. The constitutional proof standard remains outside the ordinary promotion path.

Mandatory sequence

TARGET → EMIT → FILTER → TEST-PLAN → EVAL → INSERT → CANARY → PROMOTE OR ROLLBACK

Protected baselines

Incumbent, neighboring, null, and strong alternative comparisons under equal budgets.

Generalization must survive a new task without hidden human rescue.

Breakthrough burden

High novelty increases skepticism, stress testing, independent reproduction, and restricted rollout.

No release without an incumbent, stop condition, state recovery, and reauthorization gate.

The candidate may improve the machinery. It may not redefine what counts as proof.
