The standalone application can generate a monitoring constitution and maintain browser-local state. It does not continuously access the internet, monitor regulators, send alerts or update official sources while closed.
A deploying operator must assign owners, implement source ingestion and change detection, preserve versioned source snapshots, validate material changes, rerun affected scenarios and issue superseding Chronicle receipts.
Displayed dates and confidence states are not permanent. Before binding action, reopen the current official source and obtain the required professional or programme-administrator confirmation.
