Professional review is a gate, not decoration. The public system may identify issues, sources, evidence gaps and candidate structures. It does not issue legal opinions, tax opinions, accounting conclusions, valuations, audit assurance, programme approvals, security certifications or regulatory determinations.

Review record
Every sign-off should identify reviewer, qualifications, client/operator, scope, facts relied upon, jurisdictions, assumptions, exceptions, source date, expiry, privilege status where applicable and authorized next actions. A review does not transfer responsibility to the tool or publisher.
Stop condition. If the facts are incomplete, sources are stale, roles are unclear, a conflict exists, required authority is absent or a reviewer will not sign, keep the affected action blocked.
