Minimum programme
- management commitment and accountable owner;
- documented risk assessment;
- party, ownership/control, geography and end-use screening;
- item, software, technology and encryption classification;
- licence and authorization analysis;
- contractual controls and downstream representations;
- training, testing, audit, escalation and voluntary-disclosure procedure;
- recordkeeping and periodic refresh.
Agentic restrictions
No agent may select counterparties, route transactions, transfer controlled technology, communicate with restricted parties or alter screening results without authenticated authority, policy mediation, human approval and tamper-evident logs.
Non-evasion
Do not use intermediaries, affiliates, resellers, alternate jurisdictions, false end-use statements or technical obfuscation to defeat controls.
