Activation is a governed transaction. A jurisdiction ranking is a discovery signal, not authorization to sell, hire, own IP, claim incentives, deploy infrastructure or raise capital.

- Tax, permanent-establishment and indirect-tax memorandum
- Transfer-pricing and intercompany policy where relevant
- Privacy, data-flow, localization and transfer assessment
- Employment, worker-classification and payroll assessment
- AI-system and sector classification
- Sanctions, export-control, ownership and end-use screening
- Funding, procurement and assistance-interaction analysis
- Security, incident, records and resilience plan
- Insurance and contractual risk-allocation review
- Authorized board or executive approval with Chronicle receipt
